(CLAY CITY) A graveside memorial gathering for Steven “Cecil” Phillips, age 63, of Clay City, Illinois, will be held Wednesday afternoon, November 12, 2025, at 1:00, at the Clay City Cemetery, with interment to follow. The Frank & Bright Funeral Home in Flora, Illinois assisted the family with the final arrangements.
