(OLNEY) Second Circuit Chief Judge Melissa Morgan is honored to announce that Olney attorney and former Richland County State’s Attorney Chelsey Clark has been sworn-in as Resident Circuit Judge of Richland County. The position became vacant upon the retirement of the Honorable Ray Vaughn. Illinois Supreme Court Justice David Overstreet appointed Judge Clark to the judgeship pending the general election following the March primary, in which she won the nomination and is running unopposed in the November general election. The swearing-in ceremony took place earlier this week at the Richland County Courthouse in Olney. Richland County is among 12 counties that comprise the Second Judicial Circuit, along with Crawford, Lawrence, Edwards, Wabash, White, Wayne, Gallatin, Hamilton, Jefferson, Hardin, & Franklin.
